Sounds like you may be using a separated system where layouts and data are in different files: be sure you're logged into the ''data file'' (where the fields are) with the same xml-publishing enabled privilege set as you're logged into the interface file (where the layouts are)--ie. make sure they have the same accounts and passwords).
